Camp Lemonier Djibouti Prime Power Plant

The upgrade of 20 engines for a 32.8MW Prime Power Plant from using custom PLCs to Woodward’s flexible easYgen 3000XT and LS-5 platform was a challenging task. The facility, which supports America’s Interests abroad, was required to operate continuously and could not tolerate shutdowns, especially during peak load season.

Miquin’s team was chosen as the technical lead and control system installer to retrofit the plant and maintain full operation of the power systems, after other organizations had failed. The team completed the project with only one 10-second shutdown to non-critical loads throughout the system upgrade of all 20 engines and multiple feeders. Notably, it is not an easy task to maintain the operation of a facility’s critical infrastructure whilst removing an outdated custom PLC control systems and upgrading to state of the art products in a Distributed Power Management System. The project was completed ahead of construction schedules using Woodward’s standard products, which are off-the-shelf configurable controllers that complete a distributed power management system, avoiding to have single points of failure.

Additionally, the team created a clean set of drawings after over 20 years of undocumented modifications and repairs, along with the 7 different makes/models/sizes of engines at the facility. The end result was very well appreciated by the customer.
